Strategic documents

The following subsection is a repository of the strategic documents at the European, national and regional levels to be used while preparing the project proposal in reference to the fundamental EU missions. EU Missions are a new way to bring concrete solutions to some of our greatest challenges. They have ambitious goals and will deliver concrete results by 2030. They will deliver impact by putting research and innovation into a new role, combined with new forms of governance and collaboration, as well as by engaging citizens.

EU Missions are a coordinated effort by the Commission to pool the necessary resources in terms of funding programmes, policies and regulations, as well as other activities. They also aim to mobilise and activate public and private actors, such as EU Member States, regional and local authorities, research institutes, farmers and land managers, entrepreneurs and investors to create real and lasting impact. Missions will engage with citizens to boost societal uptake of new solutions and approaches.  EU Missions will support Europe’s transformation into a greener, healthier, more inclusive and resilient continent. They aim to bring tangible benefits to people in Europe and engage Europeans in their design, implementation and monitoring.

Farm to Fork strategy is at the heart of the European Green aiming to make food systems fair, healthy and environmentally friendly.

Food systems cannot be resilient to crises such as the COVID-19 pandemic if they are not sustainable. We need to redesign our food systems which today account for nearly one-third of global GHG emissions, consume large amounts of natural resources, result in biodiversity loss and negative health impacts (due to both under- and over-nutrition) and do not allow fair economic returns and livelihoods for all actors, in particular for primary producers.

The strategy sets out both regulatory and non-regulatory initiatives, with the common agricultural and fisheries policies as key tools to support a just transition.

A proposal for a legislative framework for sustainable food systems will be put forward to support the implementation of the strategy and development of sustainable food policy. Taking stock of learning from the COVID-19 pandemic, the Commission developed a contingency plan for ensuring food supply and food security. The EU supports sustainable agri-food systems through its trade policies and international cooperation instruments. To enable and accelerate the transition to a fair, healthy and environmentally-friendly food system, advisory servicesfinancial instruments, but also research and innovation are instrumental as they can help resolve tensions, develop and test solutions, overcome barriers and uncover new market opportunities.
